From Victory In Europe
There are two Armies in ViE, the Axis and the Allies, reflecting the historic alliances that fought in World War II. The Axis feature mainly German or Italian divisions, while US, British and Canadian divisions are best known on the Allied side.

Structure
Each Army is lead by a Commander-in-Chief (CinC). It is further divided into divisions, each led by a General. In some campaigns, there is just one division per army. This is depending on the number of players who sign up for the campaign. Apart from the fact that the armies are the largest organisational structure, they do not play a central role in the ViE rules, as the battles themselves are based on divisions fighting each other.
Both Armies have a certain freedom how to organize themselves.
