Level
From Victory In Europe
Level, in this context, refers to the position of any ranks within the Career System. The Level consists of a number between 1 and 21, to which an additional letter, such as b or c may be added. The designations were first used for Ewok's rank classification system in ViE#2, see also Order of Precedence.

Rules
The following general rules should be followed to figure out which level means what:
- All Levels with numbers between 1 and 6 mark Soldier ranks.
- All Levels with numbers between 7 and 12 mark NCO ranks.
- All Levels with numbers between 13 and 18 mark CO ranks.
- All Levels with numbers 19, 20 and 21 mark General ranks
- The higher the number, the more power and respect that Level yields
- Levels marked with b represent ranks on the CO Career Path (for actual CO ranks, Levels 13 and above, this is usually omitted)
- Levels marked with c represent ranks on the NCO Career Path
- If two Levels are on the same position but different Career Paths, e.g. Level 2b and 2c, none is ranked above the other
A full listing of all Levels, including "default" rank insignia, can be found in the article Default ranks.
Confusing words
Level may also mean all rank levels with the same number, e.g. Levels 1, 1b and 1c can sometimes be called "Level 1 ranks". To add to the confusion, phrases like "on Soldier level" can sometimes be seen. Soldier Level means all Levels with numbers 1-6, no matter which Career Path. Accordingly, NCO Level means all Levels with numbers 7-12, CO Level all Levels with numbers 13-21, sometimes 13-18 when General ranks (19-21) are treated seperately.
Use
Levels allow simple comparison between two ranks from totally different rank systems, if their Levels are known. For example, the ranks of Fahnenjunker (used in Luftwaffe ranks for example) and Warrant Officer (a US rank) would be hard to compare without deeper knowledge of both the German and the US rank system. The Levels simplify this greatly. In comparative charts, one can quickly find out that both ranks are Level 7b and thus share the same position in the Career System.
For this reason, all newer (ViE#4 and after) rank tables always include the Levels.
