Oberst is an Axis Heer and Luftwaffe Staff CO rank equal to the Kriegsmarine rank of Kapitän zur See. The rank was first used in ViE#1 in the 1-GJ, but not used in the following two campaigns because non-Heer divisions were used. It saw a comeback in ViE#4. This is one of the five original Axis ranks, being in use since BFE#1.
